A few days ago, at the "Belt and Road Initiative" Ecological Agriculture and Food Safety Forum jointly sponsored by the State Administration for Market Supervision and the Chinese people's Association for Friendship with Foreign countries, experts at the meeting agreed that to guard the food safety of the people, it is necessary to strictly implement the co-governance mechanism of food safety from the field to the dining table, and at the same time, it is necessary for the government to strengthen its regulatory responsibility and all enterprises and units to make joint efforts.
Eliminate source pollution
Data show that the average amount of chemical fertilizer applied per hectare in China is four times the world average, and the annual use of pesticides reaches 1.8 million tons, of which more than 50% of pesticides enter the soil and water bodies, and even enhance the immunity of diseases and insect pests.
"Once pollution occurs at the source, and then through processing, packaging, and transportation to the dining table, I am afraid that the pollution problem left over from the early stage will not be solved." Chen Junshi, academician of the Chinese Academy of Engineering and general consultant of the National Food Safety Risk Assessment Center, believes that the frequent occurrence of food safety incidents lies in the neglect of source supervision. To protect the safety of the tip of the tongue, air, soil, water and other environmental factors are indispensable. Not only that, ecological agriculture should use less chemical fertilizers and pesticides, both environmental protection and ecological construction, and strive to create a sustainable ecological environment.
"Food safety must first ensure the safety of raw materials and agricultural products. Through industrial structure adjustment and strict control, we have achieved a reduction of more than 90% in the overall application of chemical fertilizers and pesticides; at the same time, we will build an agricultural food safety supervision and traceability system to achieve full-chain safety monitoring." Zhang Dehua, mayor of Yuxi City, Yunnan Province, said that Yuxi became the first batch of national agricultural sustainable development experimental demonstration areas last year, and will actively build a geographical indication brand of food and agricultural products that combines the high-quality development of ecological agriculture in the future.
"At present, food safety is a huge challenge facing all countries in the world. Establishing an integrity system for eco-agricultural enterprises, eliminating backward planting and production methods, implementing risk analysis and control, and ensuring the safety of the entire food industry chain is to protect the interests of consumers and further promote international trade cooperation." Strengthen corporate responsibility
In today's economic and trade globalization, "one standard, one certification, global adoption" has become the basic support and key factor of food safety.
"In recent years, my country has completed the clean-up and integration of 5000 food safety standards, issued 1224 national food safety standards, and continued to improve the construction of the food safety standard system." Zhang Mao, director of the State Administration for Market Regulation, pointed out that compared with the advanced level of developed countries, my country's safety standards for pesticides, veterinary drug residues and food additives still have major deficiencies, and the lack and lag of product standards are still prominent.
In the establishment and updating of food safety standards, enterprises are indispensable. "Enterprises should be the main unit of standard formulation, so that standards can be more grounded and practical." Zhu Yongxiang, executive vice president of Jiangsu Zhongyang Group Co., Ltd., said that only when the company takes a "high profile" to protect food quality, can it flexibly respond to safety risks. In this regard, Ouyang Bolang, global executive vice president from Danone, also feels the same, "We operate in more than 130 countries and regions around the world, and the basis for gaining trust is to ensure that we provide consumers with the highest standards of food products".
"As the region with the most certified food in France, all products that have obtained high-standard quality certification in Oxitani are inspected by independent evaluation agencies every year, so as to be recognized by farmers, industry insiders and consumers." Michel Jalig, vice chairman of the French Ocitani region, said that adhering to high-quality certified products is the basis for ensuring that global consumers can buy with confidence.
Liu Jinfeng, Director of the Food Department of the National Health Commission, introduced that my country has established a food safety risk detection and risk assessment system, and network laboratories and disease detection hospitals have emerged nationwide, and more than 2000 million data have been collected for 10 consecutive years. More than 100 risk assessments have been carried out, providing a scientific basis for the formulation and revision of food safety standards. In the next step, China will strive to complete the formulation of no less than 300 standards by 2020, and strive to build the Chinese own food code.

"Without the safety of raw materials, there will be no safety in the food processing industry, but it is not easy to implement in China, which has a large population and little land." "Zhengda has established a unique quality supervision system, developed new technologies, new production process standards and service quality. Based on 'Industry 4.0 ', Zhengda has built several unmanned factories in China. Even the production of dumplings does not rely on people, so as to eliminate the probability of human error to the greatest extent." Yang Xiaoping said.
Andre Le Clerk, vice president of France, shared the four research directions of food safety development in the region, including bio-refining processing, plant protein research, insect-based food and feed chain, digital and robot applications. "For example, through the development of biorefining technology, we have extracted more than 150 substances from corn and wheat that can be used in food, cosmetics and pharmaceutical products, all of which benefit from technological innovation."
Yan Gufang, a private enterprise rooted in Wuchuan County, Inner Mongolia Autonomous Region, has injected wisdom into agriculture. "Wuchuan County has a territory of more than 4800 square kilometers and a population of only about 170000 people, with farmers accounting for a 140000. One-hand farmers, one-hand consumers, how to connect these 140000 farmers with the vast number of consumers based on health needs, is our original intention to build a healthy food brand." He Junguo, chairman of the group, said that the company has invested more than 0.2 billion yuan in Wuchuan County to build an agricultural big data center, combining agricultural Internet of things and intelligent manufacturing to develop whole grain health food and promote the high-level development of the overall supply chain.
Strengthen the supervision of the entire chain of production links in food safety projects, implement the active control of enterprises over the supply of raw materials and production and processing, and enhance the sense of integrity from farmers to producers, from enterprises to government regulators, in order to fundamentally eliminate fraud and counterfeiting. A profit "shortcut".
With the development of science and technology, the ingredients of food production are becoming more and more complex, which not only brings good news to consumers, but also brings new challenges to food safety. Food safety supervision is not only an administrative act but also a science and technology.
